MID-DAY ON THE 8TH DAY OF Cheshvan, 5749 (October, 1988), the executive committee of Agudas Chassidei Chabad-Lubavitch— Lubavitch World Headquarters was summoned to the Rebbe's study. It was a year of Hakhel, and as the umbrella organization responsible for the policies and initiatives set by the Rebbe for the Chabad-Lubavitch movement, The Rebbe spoke of his great nachas regarding the record number of visitors who had travelled from throughout the world to spend the month of Tishrei with him, and of the spirit that had permeated the month.
The Rebbe spoke of the enormous maturation and growth in quality and quantity, of individuals and communities, noting the Talmudic observation that "emissaries can create emissaries"— that the growth was in great part the result of the fine efforts of his emissaries around the world.
Even as the Rebbe expressed his great satisfaction with what had been accomplished, he charged Agudas Chassidei Chabad on that day with the urgent, immediate and ongoing task of encouraging the establishment of new mechanisms and programs that would preserve and extend this growth. The Rebbe directed us to work with the organizations under the Chabad-Lubavitch umbrella to create new programs, not just then, but continually, year after year, that would ensure that the needs of the growing Chabad institutions and communities throughout the world would be met.
Most importantly, the Rebbe wanted us to capture the extraordinary spirit that persisted throughout that month, and to ensure that the spirit of Hakhel would continue to flourish.
Soon after this Yechidus with the Rebbe, a transcript of the talk was submitted to the Rebbe for his approval. The Rebbe corrected the transcript, editing it where necessary and clarifying important points spoken about in the Yechidus.
In so many ways, the Yechidus summarizes the primary mission of Agudas Chassidei Chabad according to the Rebbe's directive, to this day.

Following the receipt of the edited Yechidus transcript, and in accordance with the Rebbe's instructions during the actual Yechidus, Agudas Chassidei Chabad sent the following update to Chassidim worldwide, a communication known as "The Michtav HaMekasher". The words "Michtav Hamekasher Haklali" were hand written by the Rebbe while editing the Yechidus transcript.
